OFFICIAL NOTICE OF SCHOOL REGULATIONS
AND PROGRAMS AS PRESCRIBED BY LAW
SECTION 1. STUDENT RECORDS-NOTIFICATION OF RIGHTS OF PARENTS AND STUDENTS
1. The student permanent record consists of basic identifying information, academic transcript, attendance record, accident report and health record, record of release of
permanent information, and other basic information. The permanent record shall be kept for 60 years after graduation or permanent withdrawal.
2. The student temporary record consists of all information not required to be in the student permanent record including family background information, test scores,
psychological evaluations, special education files, teacher anecdotal records, and disciplinary information. The temporary record will be reviewed every four years for
destruction of out-of-date information and will be destroyed entirely within five years after graduation or permanent withdrawal.
3. Parents have the right to:
a. Inspect and copy any and all information contained in the student record. There may be a small charge for copies not to exceed 35 cents a page. This fee will be waived
for those unable to afford such costs.
b. Challenge the contents of the records by notifying the principal or records custodian of an objection to information contained in the record. An informal conference will
then be scheduled to discuss the matter. If no satisfaction is obtained, a formal hearing will be scheduled to be conducted by an impartial hearing officer.
c. Receive copies of records proposed to be destroyed upon graduation, transfer, or permanent withdrawal from school.
d. Inspect and challenge information proposed to be transferred to another school district in the event of a move to another school district.
4. Local, state, and federal educational officials have access to student records for educational and administrative purposes without parental consent. Student records shall
also be released without parental consent pursuant to a court order or subpoena, or in connection with an emergency where the records are needed by law enforcement
or medical officials to meet a threat to the health or safety of the student or other persons. All other releases of information require the informed written consent of the
parent or eligible student.
5. The following is designated as public information, and may be released to the general public, unless the parents request that any or all information not be released:
Student’s name and address; grade level; birth date and place; parents’ names and addresses; information on participation in school sponsored activities and athletics;
the student’s major field of study; and period of attendance in the school.
6. A parent or student may not be forced by any person or agency to release information from the temporary record in order to secure any right, privilege or benefit, including
employment, credit or insurance.
7. Full and complete copies of the law, rules, and regulations on student records are on file with the record custodian of each school and the superintendent of the district.
Parents or eligible students are encouraged to contact local school district authorities if further information is desired about the above regulations or local board policies.
SECTION 2. GENERAL INFORMATION
A. ELIGIBILITY FOR ENROLLMENT. Children who are five (5) years old by or on Sept. 1, 2024 or under twenty-one (21) are eligible to enroll in
DeWitt-Livingston-Logan-McLean County Schools. Pupils moving from a district during the school year may continue school without paying tuition for the remainder of
the school year. Parents must present certified birth certificates as evidence of age.
B. CHILDREN WITH SPECIAL NEEDS. Educational programs for children between the ages of three (3) and twenty-one (21) who have special needs will be provided by the
local district in accordance with the Illinois Administrative Code 226. All disabled or disadvantaged students from either public or private schools are eligible to participate
in vocational programs in this area and are entitled to equal access to these programs.
C. DEFINITION OF RESIDENT OR LEGAL GUARDIAN INCLUDES: (1) any student eligible above who lives within the district with his/her parents; (2) legally emancipated
and self-supporting students; (3) students placed with legally appointed guardians and/or foster parents except for sole purpose of attending school; (4) students who
are in long-term custody of someone other than a family member for purposes other than attending school; and (5) non-resident students may attend a school by paying
tuition with the approval of the Board of Education.
D. ATTENDANCE: All children between the ages of seven (7) and seventeen (17) must attend a public school unless (1) he attends private or parochial school; (2) he is
physically or mentally unable (letters from doctors must verify the incapacity); and (3) he is attending confirmation classes or otherwise excused by school authorities in
accordance with their board policies.
E. TRUANCY: Chronic or habitual unexcused absence is considered truancy and parents may be found guilty of a Class C Misdemeanor ($1500 and/or 30 days in jail) if
good attendance is not maintained. Chronic truancy will be reported to the truant officer.
F.
DISCRIMINATION: All students are provided equal opportunities in all education programs and for all services. No student will be excluded or segregated because of
color, race, creed or nationality. No student shall be refused admission to or be excluded from any courses of instruction or interscholastic athletic programs by reason of
a person’s sex, unless a comparable program is provided.
G. PHYSICAL EXAMINATION, IMMUNIZATIONS AND BOOSTERS: All children entering kindergarten
pre-kindergarten, early childhood or first grade (if they did not attend kindergarten), sixth and ninth grades MUST file evidence of a physical examination, required
immunizations and boosters with the school district. The physical examinations must be given within one year prior to entrance to school by a physician licensed
to practice medicine in all of its branches. A dental examination is required for students entering Kindergarten, second, sixth and ninth grades. An eye examination
is required for students entering Kindergarten and for new students enrolling for the first time. (Physical, dental and eye exam forms are available at the schools).
Out-of-state students attending an Illinois school for the first time must also file evidence of a current physical examination, immunizations and boosters. Students MUST
have immunizations and boosters for diphtheria, pertussis, tetanus, polio, measles, rubella, varicella, hepatitis B and mumps as required by the Illinois Health Department.
Children entering school at any grade level will be required to show evidence of having received two doses of live measles, mumps and rubella virus vaccine, the first
dose on or after the first birthday and the second dose no less than four weeks after the first or other proof of immunity. Beginning with school year 2014-2015, any child
entering kindergarten, sixth grade or ninth grade for the first time shall show proof of having received two doses of varicella vaccine, the first dose on or after the first
birthday and the second dose no less than four weeks (28 days) after the first dose, or proof of prior varicella disease or laboratory evidence of varicella immunity. Hepatitis
B vaccination is a requirement for all children entering sixth grade and children two years of age or older entering a school operated program below the kindergarten
level. Haemophilus influenza type b (Hib) vaccination is also required for children two years of age or older entering a school-operated program below the kindergarten
level. All students entering, advancing or transferring into 6th, 7th, 8th, 9th, 10th, 11th, or 12th grade must show proof of receiving one dose of the Tdap vaccine. Beginning
with the 2015-2016 school year, all students entering 6th and 12th grade MUST have a meningococcal vaccine (MCV). Students will be subject to exclusion from school in
accordance with state rules and regulations if they have not been immunized and an “outbreak” of communicable disease occurs, and the child’s parents or legal guardian
shall be subject to Class C Misdemeanor. Further information concerning immunizations is available through the Health Department.
H. ATHLETIC PHYSICAL EXAMINATIONS: All students who participate in athletics must file a certificate of physical fitness with the principal. The examination must be
done by a physician licensed to practice medicine in all its branches not more than one-year preceding practice or participation in any interscholastic contest or activity.

NO PASS - NO PLAY [105 ILCS 10/10-20.30]
Requires all districts which maintain grades 9-12 to establish, implement and enforce a “no pass - no play” policy. The policy requires that all students participating in
extracurricular activities achieve and maintain either a minimum grade per course or minimum grade point average or be subject to a suspension from extracurricular
activities. The suspension may be for a definite period of time or may be tied to the student’s academic performance. The statute is silent as to the enforcement method
adopted by a school district so each district may establish its own procedures for verifying that a student meets eligibility requirements. Note, however the policy may
not discriminate against disabled students whose extracurricular eligibility may require individualized assessment. All students participating in any extracurricular activity,
NOT JUST ATHLETICS, must maintain minimum academic requirements.
J. SUSPENSIONS AND EXPULSIONS: Students, who are irresponsible, violate the rights of others, or present an actual or threatened danger to persons or property may
be suspended or expelled from school. Due process procedures as established by law and the local boards of education will govern such actions.
K. DISCIPLINE: Teachers and other certified educational employees shall maintain discipline in the schools, including school grounds. In all matters relating to the discipline
in and conduct of the grounds and the children, teachers stand in the relation of parents and guardians of the pupils. Discipline will be administered according to local
board policy.
L. TRANSPORTATION REIMBURSEMENT: (Public & non-Public School Age Children). Parents transporting their children to school less than 1 1/2 miles because of
hazardous conditions may apply for reimbursement up to $100 for the 2024-2025 school year as a result of PA 24-126. Applications must be obtained through the
undersigned Regional Superintendent’s office on or before January 1, 2025. Claims must be filed with the Regional Superintendent no later than February 1, 2025.
M. WAIVER OF FEES: To waive school fees assessed by the district on children whose parents are unable to afford them, including but not limited to children eligible for free
lunches or breakfasts under the Community School Lunch Program, subject to state appropriation; the school board shall adopt written policies and procedures for such
waiver of fees in accordance with regulations promulgated by the State Board of Education. Each school has a copy of the complete policy, which will be made available
to any interested person.
Under provisions of the policy, the determining officials listed below will review applications and determine eligibility. Households also have a right to a fair hearing. This can
be done by calling or writing the hearing officials listed below:

FREE & REDUCED LUNCH GUIDELINES
All Dewitt-Livingston-Logan-McLean County Schools today announced their policy for free and reduced-price meals and free milk for children unable to pay the full price for meals or
milk served under the National School Lunch, School Breakfast or Commodity School Programs. The following household size and income criteria will be used for determining eligibility:
Children from households that meet Federal guidelines are eligible for free and reduced-price meals or free milk.
Application forms are being sent to homes with a letter to parents or guardians or if applications are not sent to homes they will be available at the school. To apply for free and
reduced-price benefits, complete the application as soon as possible. Sign it and return it to the school. Additional copies of the application form are available at the principal’s
office in each school. Households should answer all applicable questions on the form. An application, which does not contain all the required information, cannot be processed
and approved by the school. The required information is: FOOD STAMP/AFDC HOUSEHOLDS: If you currently receive Food Stamps or “Aid to Families with Dependent
Children” (AFDC) for your child, you only have to list your child’s name and Food Stamp or AFDC case number, print your name and sign the application.
ALL OTHER HOUSEHOLDS: If a household’s income is at or below the level shown on the income scale, children are eligible for either free or reduced-price meals or free milk.
Households must provide the following information: (1) the names of all household members, (2) the social security numbers of each adult household member, age 21 or older,
or the word “none” if an adult does not have a social security number, (3) total household income AND the amount and source of income received by each household member
(such as wages, child support, etc.) and (4) the signature of an adult household member.
The information on the application may be verified by school or other officials at any time during the school year.
Households may apply for benefits at any time during the school year. If a household is not eligible now but has a decrease in household income, an increase in household size
or if a household member becomes unemployed, they should fill out an application at that time.
In certain cases foster children are eligible for these benefits regardless of the household’s income. If a household has foster children living with them and they wish to apply
for free meals or milk benefits for them, they should complete the application.

The following is the definition of income:
Income is defined as any monies earned before any deductions such as income taxes, social security taxes, insurance premiums, charitable contributions, and bonds.
It includes the following: (1) monetary compensation for services including wages, salary, commissions, or fees; (2) net income from non-farm self-employment; (3) net income from
farm self-employment; (4) social security; (5) dividends or interest on savings or bonds or income from estates or trusts; (6) net rental income; (7) public assistance or welfare
payments; (8) unemployment compensation; (9) government civilian employee or military retirement or pensions or veteran payments; (10) private pensions or annuities; (11) alimony
or child support payments; (12) regular contributions from persons not living in the household; (13) net royalties; and (14) other cash income. Other cash income would include cash
amounts received or withdrawn from any source including savings, investments, trust accounts, and other resources which would be available to pay the price of a child’s meal.
